[Dist/Debian] Fix dpkg-genchanges warning related to version checking

This patch fixes the dpkg-genchanges warning, 'the current version
(2019R3-0~202007100726~ubuntu16.04.1) is earlier than the previous one
(2019R3-3)', that appears while building on launchpad.
