Adapt packaging/cups.spec for 1.6.4

- Do not fail if the fonts directory does not exist.

- Use macro to run configure.

- Disable xinetd support.

- Stop fiddling with locales.

- Disable systemd support (until the patch for the code is ported).

- Files removed upstream
  - filters (STR #3930): bannertops, commandtoescpx, commandtopclx,
    imagetops, imagetoraster, pdftops, rastertoescpx, rastertopclx,
    texttops,
  - backends: serial, parallel,
  - libraries: libcupsdriver,
  - programmes: cups-polld.

- Files added upstream: cups-files.conf, cups-files.conf.5.gz
  cups-snmp.5.gz.

Fixed -devel dependencies
