Fix snapshot avocado result linking
The most recent results from ANY profile were used. It resulted in
assignements of incorrect tags based on comparison of files from
different profiles.

Adjust number of allowed connections to tsmaster
Decrease number of running slots to 20. Over 90% of time it would
consume less than 10 slots, but sometimes it can be more. In such
situations it is preffered that a job will wait as:
* more jobs decrease benefits of parallelizm,
* a download which is triggered again won't redownload images
as it will find a queued job.

Add trigger_if_not_queued to watcher
Sometimes a lot of jobs are queued when one of them is being blocked.
As it happens more often (and is disruptive for the service) no new jobs
will be queued.

Publish more database entries
More often than before access to test results from old Submit Requests
is needed. "current_status*.html" files may load slower, but old results
will be accessible for longer.

Check if all required partitions are present
Very often some partition were missing or were replaced with regular
files. It caused system to write to disk instead of sdcard.

Fix tct/minnow_prepare_flash_conf.sh
Wait fixes a problem of a missing partition. On 16.04, with systemd,
tune2fs failed if invoked directly after bmap. Origin of the problem
remains unknown.

Make results colorful
Meaning of the colors in html results:
* yellow - not modified in last 2h, but less than 6h
and not in the final state
* red - not modified for at least 6h
and not in the final state
Final state is one of OK, Unclear or Fail.
