reset upstream branch to track qa branch of git://bee.sh.intel.com/git/media/gstreamer,
because encoding and other feature (webkit-video) is supported on qa-bee branch,
but missing from gitorious yet (git://gitorious.org/vaapi/gstreamer-vaapi)

it is done by reset to 251d53fac63f0a79ebe2639046fa7c3ad3cce1c0, which is the 
latest shared commit id between upstream-old and qa-bee branch (similar for 
0.4 branch in gitorious since qa-bee bases on 0.4 branch). then merge to qa-bee 
branch.
