Put runtime environment dependency for HWASan and ASan

Make setup package arch-specific and add *san-runtime-env as dependency,
since prepackages section was removed from rpm and we need to get
ASan and HWASan runtime environments ASAP for image build.

Do not ship files related to login tracking

Tizen does not use this functionality for its operation.  Often relevant info
can be obtained from standard logs (journal).

Move passwd & group back to /etc

After this change /etc/{passwd,group,shadow} will serve as primary
database, with /opt/etc/... being used by additional NSS (& PAM)
modules.

Move 4 basic files to /opt/etc and make symlink

To support read-only root filesystem, there should be nothing modified in /etc
directory. 4 files, which are {passwd, group, shadow, gshadow}, are moved to
/opt/etc and symlinks for them are made on /etc, so that they can be modified
with read-only filesystem.

Change pulse user id and group id

This commit replaces unused systemd-bus-proxyd uid with pulse.

According to reference documentation platform services should have
assigned uid below 2000:

files: truncate services file in etc/

To minimize the size of platform image, the port information
file /etc/services is truncated. Rather than listing all standard
ports, add new port whenever it is needed.

Add group display

The group display is obviously a system group that should exist.
Its gid MUST be between 100 and 499. It was previously created
byweston-common project (and it is still created by this package
if not already existing).

Merge "Removing user and group buxton" into tizen

remove 'users' group from the list of users in /etc/group

/etc/group file defines the groups to which users belong.
Currently 'users' group is wrongly listed in lists of users.

This has no effect and it can be removed to clean up that file.

Add a buxton user and group

The buxton daemon runs as the "buxton" user, and it must write to the
/var/lib/buxton directory, which will be owned by user "buxton", so make
sure this user is defined.

Add a group as well so that we can set the group owner to "buxton" on
/var/lib/buxton.
