Allow libpinyin to build in cross compile mode.

 - Yocto needs cross compile support.
 - Clean specfile.
 - Regenerate the configure file.
 - Remove generate files.
 - use rpm macro (allow yocto to add var to make command).
 - Improve rpmlint score.
