tests: honour $PYTHON override

* t/ax/am-test-lib.sh (require_tool): Here.
* t/python-too-old.sh: And here.
* t/python-vars.sh: And here.
* t/python-virtualenv.sh: And here.  Also add some sanity
checks while at it.
