tizen: rpi4: support A/B boot on PRi4 target

Support A/B boot on RPi4.
It has to be partition-param.bin file to distinguish with
a/b in inform partition. Then bootscript can be parsing its value.

partition-param.bin can be changed to other name.
But it has to change also slotfile of uboot's environment as same value.
