This update is a precondition for fixing a release-critical bug (TIVI-2828).

Updating folks to 0.9.5 with one additional cherry-picked patch
from upstream will allow updating vala to a more recent version,
which in turn will allow compiling rygel from source (TIVI-2898)
and thus allow working on the release-critical bug.

It is safe to accept this update without any other package updates,
because folks still compiles with the current vala compiler version
(I checked and also installed the result in the tizen_20140402.2_ivi
image to be sure).
