Original commit message from CVS: * gst/gstbin.c: (gst_bin_class_init), (gst_bin_get_state_func), (gst_bin_continue_func): Enable latency for next release. Restore STATE_LOCK around recalc_state that was left out during the rewrite and could result in racy behaviour when _get_state and recalc_state are run concurrently.
