Fix coverity defect
The returned chain persists after the ctx structure is freed,
when it is no longer needed it should be free up using.

tizen: Add additional unit for "unified" user session
The unified user session is about moving user session units, managed by
systemd --user, to main systemd, where it's managed as part of newly
created user@.target.
user@.target will contain same units as previously available in user/,
with same UID and environment setup. systemd instance is used for unit
to be able to specify UID (inherited from user@.target).
The rationale behind this work is following:
* VD requirement to remove user session support
* boot time optimization requirements, due to:
+ 'systemd --user' taking 1s its own startup that could be used for
unit startup
+ ability to better rearrange units if these managed by one systemd
instance
Unit installed by this commit will not be used till user login mechanism
will be changed in systemd package (via changing pam_systemd to start
user@.target, rather than user@.service).

Fix popup package's bug
1. Popup package should be standalone.
UI package is split at commit "a7eca81 Split rpm of popup ui service".
But commit "48124f4 Support dual ABI" has missed it.
2. Fix typo.

Split rpm of popup ui service
There could be profile which doesn't includes UI framework. For those
profile, ui popup module can be excluded easily and it's determined by
socket file existance (IO error when socket send) and response will be
always 'ALLOW'.
For profile who supports UI, ui rpm should be included explicitly
(because the dependency to ui rpm isn't explicitly defined)

Update HSTS data
Data update from chromium. HEAD:

And hash algorithm is changed from SHA1 to SHA256 on static data so hash
algo selection on codes is changed to SHA256 as a default.

Prepend protocol if there isn't on url argument
* parser from chromium-efl cannot detect port appendix
if there isn't protocol info on the head of url.
(e.g., "www.review.tizen.org:9418")
* To parse hostname by parser without touching parser,
prepend protocol info to url if there isn't.
default prepended protocol is "https"
("www.review.tizen.org:9418" -> "https://www.review.tizen.org:9418")
