systemd-user-helper: Remove mounting of legacy app path
The mounting iof legacy app path causes the critical security issue.
So that remove the mounting of legacy app path.

Remove cap_setgid capability from systemd-user-helper.
Do not set others (cap_sys_admin,cap_mac_admin,cap_dac_override), which are already set by security-config

Use CMake instead of Automake
CMake is preferred build tool in Tizen.
(CMake is faster than automake in this package)
+ Use dash instead of underscore in binary name.
It looks more general.
