Add dummy implementation of Tizen specific elm_config magnification.

The Tizen elementary tree contains a magnification feature that for some
reason has not been pushed into upstream EFL.  Attempting to just cherry
pick the implementation into an up to date elementay tree will require
some additional porting effort since the codebase has evolved so much
since the Tizen tree was branched.  This change just adds dummy
implementations for each of the external methods so that the unmodified
tizen pre-installed applications run before the port is available.

PTREL-546 fix: enable wayland build

The display server based on X or Wayland, is now a choice of different profile in Tizen 3.0.
Basically and consistently, two macros were used "with wayland" and "with x".
Below summarize the combination of the macros:

    |   0     |  1  | pure X11 platform(no wayland)
    |   1     |  0  | pure wayland platform (no X11)
    |   1     |  1  | wayland but X compatibility
    |   0     |  0  | no X and no wayland

This method unifies the meaning and usage. Deploy this method to elementary package.

Add elm_win_indicator_state_set

This function exist in the Tizen 2.0 elementary tree with a simple
comment that calls it a 'wrapper'.  The rpm-installer can not build
without this.

Summary:
Currently there is a overlap issue in naviframe in case of multiple push.
This issue will occur if the naviframe edc implements push,defered for
the item transition. The issue occurs becoz of cur,push,deffered is not being
called to the current and intermediate items during multiple item push.
To fix the above issue pass the data as current item that needs to be
out of the aviframe during creating the animator job.

Try to move selection handlers: They suddenly move to near each other.

Summary:
Magnifier is displayed incorrectly when mouse down on selection handler

Reproduce way: Right click on entry (eg Entry), choose Select, select some text, press left mouse
on selection handler (do not move the mouse), take a look at magnifier position.
Reason: Magnifier position is set to mouse down position in entry.
Fix: Check mouse down status and place correct position for magnifier.
