Use only hal-rootstrap package to build
As support hal-abi-versioning, the hal-backend package should be built
using only the hal-rootstrap.

packaging: Add reboot-storage file to mount inform partition
Add reboot-staroge file to mount a inform partition.
If there is a file under /hal/etc/reboot/, it will be mouting to /mnt/inform while
booting time.
It has to create a physical partition with inform as label.
