[packaging] Remove build dep of system flatbuffers

- Recent versions of tflite require recent version of flatbuffers
  header, which is not compatilbe with this version of tflite. To
  maintain this package (tflite 1), use flatbuffers-v2.0.0 src files and
  detach the dependency to system flatbuffers
- And add header files of flatbuffers-v2.0.0 in the devel package

DIST/Tizen: move headers to tensorflow1

Many C users use #include <tensorflow/FILENAME.h>

In order to let them choose tensorflow2 and tensorflow1 easily
at build-time, move files to tensorflow1 and let them choose
it with pkgconfig contents.

Do not merge this for Tizen 6.0.
This is for Tizen 6.5. (TF2-lite co-existance)

 Tizen/DIST: Removed unnecessary files in packaging folder

packaging: pack flatbuffer schema file

This patch generates a new package file, tensorflow-lite-flatbuf,
and the schema file is added to the package.
The schema file is used by ARMNN - armnn internally compiles
tensorflow lite parser using the schema file.

Fixed Makefile for benchmark build

Filtered out benchmark_plus_flex_main.cc from benchmark build,
because of its tflite::benchmark::Main conflicts with ones defined
in benchmark_main.cc.
We didn't ever build benchmark_model with Flex op support.
So, we could simply filter out benchmark_plus_flex_main.cc
from benchmark sources.

1. That's what we need in Tizen 5.5 for now.
2. TF CMake Build is too much broken. I've resolved all build & runtime-link errors; however, now I'm seeing much harder runtime memory issues with CMake TF build. Until we get BAZEL+OpenJDK8 in Tizen, let's hold tensorflow.

Added cmake dependency

There was a missing dependency that incurs
build errors stochastically.

tensorflow/core/grappler/optimizers/data/vectorization/cwise_op_vectorizer.cc:18:10: fatal error: tensorflow/cc/ops/array_ops.h: No such file or directory

[Dist] Added archive files for tensorflow static build

Tensorflow still does the primitive and PITA of
downloading all external library source codes
and embeded them statically.

As we don't intend to refactor the whole build
structure of tensorflow, we added the archives.

How to do:
$ pushd build
$ cmake ../tensorflow/contrib/cmake  -Dtensorflow_ENABLE_SSL_SUPPORT=OFF -Deigen_PATCH_FILE=/source/tizen/tensorflow/packaging/eigen.patch; make -j4
