libusbgx: Add missing config attrs parsing while new config creation.

Afther creation of configuration its attributes left uninitialized.
Config attrs should be initialized with default values provided
by kernel.

libusbg: rename gadget_*() -> usbg_*(), libusbg, and usbg.h
