Remove unnecessary stuff when destroy context and surface on Windows.
As context and surface are decoupled, also not related to current context,

shm: synchronization of display updating
In order to improve a vsync quality, the trigger
was designed so that the framebuffer copying
synchronized with the display updating on
CONFIG_USE_SHM.

Limit this patch to 32 bpp.
