GST_ELEMENT_WARNING message so the application has a chance of
reporting this to the user. Move the checking to _setup, so we
are sure it runs in the READY state, when we hope to have a pipeline
and a bus that is not flushing.
This fixes e.g. using 96 kbit/sec as a bitrate.
