Remove MaskNeeded

* opth-gen.awk: Allocated a bit for Mask and InverseMask if it
hasn't been allocated. Define a target macro for Mask and
InverseMask if it hasn't been defined. Remove MaskExists
handling.
* doc/options.texi: Remove MaskNeeded.
