Add a second enum to GIMarshallingTests to support pygi tests for non-gtype enums.
There was a bug in pygi in which non-gtype enums shared values between themselves.
That is, if there was an attribute Enum.THE_VALUE, it would be available on as OtherEnum.THE_VALUE as well.
To make a test case for this bug, we need a second non-gtype enum in GIMarshallingTests to compare with.

Make caller-allocates detection work for struct aliases
Scanner tries to detect caller-allocates attribute automatically if
not explicitly specified by checking that parameter is not double-referenced
and is struct or union. This patch adds resolving of aliases when
checking whether parameter is struct or union.
Also removes old incorrect method transformer.follow_aliases, which
was never used in current code.

and it removes the requirement to predeclare the get_type functions that

cairo-1.0.gir: Un-foreign RectangleInt
cairo.RectangleInt is a very tricky case; it's (as of now)
boxed in cairo-gobject. We're trying to fix a few bugs here. First,
we want to make (out caller-allocates) work. In order to do that,
we need to explicitly specify the fields so that the typelib
has the right size.
Also, add the boxed type now so that we pick up the right thing
from GObject signal parameters.

Handle enumerations with the full range of signed and unsigned values
The C compiler will pick an enumeration type that accomodates the specified
values for the enumeration, so ignoring 64-bit enumerations, we can
have enumeration values from MININT32 to MAXUINT32. To handle this properly:
- Use gint64 for holding eumeration values when scanning
- Add a 'unsigned_value' bit to ValueBlob so we can distinguish the
int32 vs. uint32 cases in the typelib
- Change the return value of g_value_info_get_value() to gint64.

Compute enumeration storage types more accurately
Previously we just were sloppy and didn't bother to accurately compute
signed/unsigned for enumeration types. But since we expect bindings
to decode a field value or function return value from an integer to
an enumeration they have know whether an integer value is
0xffffffff or -1, so we need to do the full computation.

Fix regression in g_irepository_get_info
Commit
f97cc8687469f25752f79275 broke the lookup in
g_irepository_get_info; the passed offset is 0-based, then
we convert it to 1-based (and then back to 0 later...which needs
to be fixed).
