Extract tfinfo from nnkit (#3955)

tfinfo is quite general, and thus useful for implementing TensorFlow
toolchains (e.g. tf2tflite).

To use tfinfo, however, such toolchains should depend on nnkit as
tfinfo currently lives inside nnkit.

This commit extracts tfinfo from nnkit to make it possible to reuse
tfinfo without having (heavy) nnkit dependency.
