libxml2-native: remove the --without-debug option
mesa 7.9 build script es_generator.py use libxml2 API xmlLsCountNode,
which only available in debug module, so remove the --without-debug
option for mesa 7.9

xproto: disable spec generation
it's simply broken with below errors:
