Fix spec file

* Use rpm dependecy instead of pkg-config

This is a small change, so I won't changelog it (or backport), but
make _shutdown() funcs across efl complain and be unhappy if you
shutdown to < 0 shutdowns and not pull init count below 0.

future additions to the container are using uninitialized memory...

why is there a requires for the econnman.pc of connman >= 0.75 ? i
don't even see a connman.pc around - be that as it may, this is a dbus
protocol api lib and so it doesnt have a hard requirement for connman
to be installed - it's a soft requirement since its protocol.

Otherwise E doesn't build. There is a define in E_Connman.h saying *the API is
unstable*. If we are going to maintain these functions it will be a pain:
it will only partially work with future and old versions.

gustavo - i know you don't like this, but putting back old connman api
support.

1. you broke connman legacy support during feature freeze. this isn't
a bug fix. it's a break.
2. newer connmans are broken for me - my netwoork basically barely
works. i can't make new connections reliably to anywhere outside my
lan, and even on my lan  ssh connectiosn justdrop all the time. i'm
sticking to a fdowngraded (0.55) connman exactly because of this.

i also noticed you broke api and abi for connman and ADDED a #define
now that peolpe have to agree that it is unstable - this isn't good in
managing a stable api. it's 1.0 - we maintain the connman api, and
it's our job to not break the api we expose. if connman upstream
breaks, it's our job to insulate and implement new features in a way
that maintains legacy support AND adds the new feature too. :)

e_dbus/connman: prepare for upcoming release, review API.

Let's prepare for E_Connman.h release with E_DBus.

Lucas De Marchi already sync'ed the API with recent upstream service,
removing APIs no longer exist, adding new ones.

I've noticed that some lists were using Eina_List, some const char **,
some would allocate and some not. This commit will settle on
"const char **" with no allocations on getters, same for setters.

Also, in order to make it clear that the API is dependent on upstream
service API we're requiring the users to acknowledge the unstability with:

}}}

We'll submit a patch to connman so it exports the API version, then we
can check it during runtime as well.
