(gnat_to_gnu_field): Do not attempt to change the form of the type
if the field requires strict alignment.  Always change the form of
the type if the specified size is smaller than its size.

* include/bits/stl_algo.h (__rotate(_RandomAccessIterator,
_RandomAccessIterator, _RandomAccessIterator,
random_access_iterator_tag)): Rewrite to use only std::swap in
general and std::copy/std::copy_backward when safe.
