* Makefile.in (AS_FOR_TARGET): Change as.new to as-new.

* config/default.exp: Set AS and GASP to as-new, not as.new.

* doc/Makefile.am: New file, based on old doc/Makefile.in.
* doc/Makefile.in: Now built with automake.
