Enable package signing

This adds signing for packaging when publishing for
orchestrated builds. The standalone builds currently won't
sign packages but that shouldn't be an issue as we don't publish
those officially. We also have an issue to converge the publishing
for both build flavors which will fix this. See
https://github.com/dotnet/core-setup/issues/3428

Fix double slash issue when uploading to intermediate blob storage

When running with shadow copy on the .NET Framework, Assembly.Location can be different than Assembly.CodeBase.  We should check both in the DependencyContextLoader to support unit tests running with shadow copy.

Discovered this when running the product construction build for core-setup.  REPO_PASS wasn't able to be set because the backing secret had been disabled in KV.  Looked through its usage in core-setup and saw no uses.  I went through the same environment block in the docker configuration run and eliminated anything without a use.
