Fix issue IME does not show due to window focus issue
ecore_wl2_window_activated_get() returns incorrect value in some case,
so ecore_wl2_window_keyboard_get will be used like Tizen 5.0

Code that is meant to be executed conditionally may be executed unconditionally
In wayland_im_context_client_window_set: The indentation of this code suggests it is nested when it is not.

Do not allow to show IME in no focus window
In case of no window focus, IME does not send key event and
ISF can't process back key and so on.

Fix issue close file descriptor again that has been already closed.
Handler 'fd' is passed to a function at ecore_socket_panel_agent_module.cpp:1804
by calling function 'close' after the handler is closed again at
ecore_socket_panel_agent_module.cpp:1742 by passing as 1st parameter to function
'scim::EcoreSocketPanelAgent::filter_exception_event'
at ecore_socket_panel_agent_module.cpp:1803.
