If AVPacket->data == NULL, the packet does not contain any buffer to
be freed.
This fixes a double free on exit.

Their definition depends on preprocessor directives from config.h,

Do not #include common.h without necessity.
This eliminates the need to work around common.h overriding certain system
functions which are required in this header.
