Fedora have chosen /etc/X11 and others have followed, but this is not a standard. It might also be installed at another location, it may or may not be under the xserver installation prefix. We just don't know. Debian does not use this at all. Distros are using --with-default-path when they support fontpath.d, so they never relied on the server default as it never worked. The patch essentially is a noop, which leaves the door open for anyone who could potentially provide a reliable implementation of choosing fontpath.d when applicable.
