Merge branch 'validation_fix_ssbo' into 'vulkan-cts-1.0-dev'

Validation fix for dEQP-VK.ssbo

- Fixed an issue where descriptor set bindings were updated incorrectly (array of descriptors vs a few bindings of a single descriptor).
