kfail gdb.python/py-evsignal.exp on RSP targets properly

Fixes, with --target_board=native-extended-gdbserver:

   Running ..../src/gdb/testsuite/gdb.python/py-evsignal.exp ...
   FAIL: gdb.python/py-evsignal.exp: signal Thread 3
