target-supports.exp (check_effective_target_spu_auto_overlay): New procedure.

	* lib/target-supports.exp (check_effective_target_spu_auto_overlay):
	New procedure.
	* lib/compat.exp (compat-execute): Use it to test whether toolchain
	supports automatic overlay generation for the SPU.
