configure.in: Add new THREADCXXFLAGS variable.

	* configure.in: Add new THREADCXXFLAGS variable.
  	Handle POSIX threads on alpha*-dec-osf*.
	* configure: Regenerate.
	* Makefile.am: Add THREADCXXFLAGS to AM_CXXFLAGS.
	* Makefile.in: Regenerate.
