Start building ALSA's sequencing interface.

Chromium's M37 series has changes to its MIDI system that require ALSA's
sequencing interface (snd_seq_*) to be present (it does not use RawMIDI
directly anymore).

Stop passing --disable-seq so that future versions of Chromium and
Crosswalk build without additional changes.
