GPIO_THUNDERX is the only user of "depends on IRQ_DOMAIN_HIERARCHY". This means, we can not enable GPIO_THUNDERX unless other drivers select IRQ_DOMAIN_HIERARCHY elsewhere. This is odd. Flip the logic.
