Subject: - disable fcntl(2) lock on Packages until glibc+nptl is fixed.

- disable fcntl(2) lock on Packages until glibc+nptl is fixed.
- make cdb locks "private" for pthreads compatibility w/o NPTL.
- add --enable-posixmutexes to use NPTL.
- make dependency generation "opt-out" everywhere.
