Release version 0.3.24

Changes:
 - Move unversioned so file to devel package
 - Deleted app_id check routine for some func
 - Check coding style about sqlite
 - Remove unnecessary variable initilzation
 - Use error code instead of error description in log
 - Fix memory leak
