Release version 1.30.3

Changes:
 - Remove unused variable
 - Fix namespace of StepCreateRecoveryFile
 - Fix StepParsePreload
 - Fix error logging when adding/removing/replacing step
 - Add PkgQueryInterface::Version() for getting version of package
 - Change log directory
 - Improve StepCopyBackup
 - Move the plugin info(prefer_dotnet_aot) of dotnet
