Provide a common name for package-groups

- This is for Tizen 4.0 Configurability / Building Blocks

- Package-group's meta information is going to abandon profile specific
package names for the generality. Each profile / recipe is going to use
the exactly same package-group tools and the result of applying pacakge-group
will be depending on run-time.
