python-dbus: use PACKAGECONFIG for doc generation

Adds 'docs' (for html doc generation) and 'api-docs' (for API doc generation)
configurations and leaves them both disabled by default. This avoids
autodetected dependency upon docutils.

Fixes [YOCTO #6530]
