Problem:
on 32bit kernel, when user space call WAITFORVSYNC,
we cannot send other command to framebuffer.

Solution:
remove lock in fbioctl as fb compat_ioctl do.
Our driver have locks to protect internal resources.

Verify:
verified on franklin.
