timestamping: fix example build

Fix Makefiles so that Documentation/networking/timestamping/timestamping.c
will build when using the CONFIG_BUILD_DOCSRC kconfig option.
(timestamping.c does not build currently with its simple Makefile.)

Also fix printf format warnings.
