	section if it might be needed, not just if info->shared.
	(mips_elf_adjust_dynamic_symbol): Make room for a null element at
	the start of .rel.dyn if we are going to use it.
	(mips_elf_finish_dynamic_sections): Only clear the first element
	of .rel.dyn if the size is greater than zero.
Fix this case from c-torture:
