Add new subdomain "Backend Services Configuration"

New subdomain for domain "SCM".

This new subdomain is for the configuration meta packages of backend
services(Jenkins jobs). And added Ed, Lin and Sehong as the maintainers.

Currently, two packages are included in this new subdomain:
  scm/git-obs-mapping
  scm/meta/snapshot-repo-conf
