IB/hfi1: Return correct value for device state

The driver_pstate() function is used to map internal driver state
information to externally defined states.

The VERIFY_CAP and GOING_UP states are config/training states, but
the mapping routing returns the POLLING value.

Update the return values for VERIFY_CAP and GOING_UP to return the
correct value: TRAINING.
