KVM: arm64: Depend on HAVE_KVM instead of OF

Select HAVE_KVM at all times on arm64, as the OF requirement is
always there (even in the case of an ACPI system, we still depend
on some of the OF infrastructure), and won't fo away.

No functional change intended.
