rcutorture: Upgrade two-CPU scenarios to four CPUs

There is no way to place the vCPUs in a two-CPU rcutorture scenario to
get variable memory latency.  This commit therefore upgrades the current
two-CPU rcutorture scenarios to four CPUs.
