rpi: tizen-boot: rpi3-32b: support to enter the flash mode with command

Support to enter the flash mode with command.

- Refer to below command:
U-boot> run tfm

Note: this applies, to rpi3-32b from rpi3, the commit cf212f48a110
("config: tizen_rpi: support to enter the flash mode with command").
