softpipe: fix softpipe_is_buffer/texture_referenced() regression

Return the conservative PIPE_REFERENCED_FOR_READ | PIPE_REFERENCED_FOR_WRITE
value for now.

This fixes a bunch of regressions seen in piglit and glean.
