PR tree-optimization/65136
* tree-ssa-propagate.c: Include cfgloop.h.
(replace_phi_args_in): Avoid replacing loop latch edge PHI
arguments with constants.

* gcc.dg/tree-ssa/pr65136.c: New testcase.
